Analisis Pemanfaatan Automatic Meter Reading Guna Monitoring Pemakaian Listrik Pada Pelanggan Potensial PLN UP3 Balikpapan (Studi Kasus PT. Total Prime Engineering)

PT. PLN (Persero) UP3 Balikpapan has implemented the Automatic Meter Reading (AMR) system to enhance the monitoring of electricity consumption among priority customers. Nevertheless, the utility continues to encounter significant challenges related to non-technical losses, which are primarily attributed to anomalies in kWh meters, inaccuracies in manual readings, and instances of electricity theft. This research focuses on a case study at PT. Total Prime Engineering, which was detected to experience electricity usage anomalies through the AMICON application in March 2025. This study aims to detect measurement errors in customer kWh meters integrated with the AMR system, compare the results of telemetering data measurements from AMICON with direct calibration using the CALMET tool, and calculate potential uncollected financial losses due to measurement inaccuracies. The methodology used is a case study with the collection of technical data (direct measurements with CALMET) and non-technical data (AMICON and EIS applications). The research results showed abnormalities in customer electricity usage data between March 7 and 26, 2025. Direct testing with CALMET found a significant average meter error of -19.331%, exceeding the permitted tolerance limit. Calculation of potential follow-up bills showed a significant difference between AMICON data (Rp. 1.720.271) and CALMET calibration data (Rp. 4.198.689). This underscores the importance of using AMR technology to obtain more accurate, transparent, and fair real-time data in bill calculations, as well as help reduce non-technical losses for PLN.
