This study aims to assess the implementation of the web-based State Asset Management Information System (SIMAN) at the Ministry of Marine Affairs and Fisheries within the context of government digital transformation. The main focus of this research is on user satisfaction and perceived value as key determinants of public information system success. The integration of the Information System Success Model (ISSM) and the Technology Acceptance Model (TAM) is used to provide a new conceptual contribution to the literature on e-government, particularly in the context of information systems that are mandatory for use. Empirical data were collected from 118 SIMAN operators through a survey, and then analyzed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) approach. The results show that perceived value plays an important role as a mediating variable between service quality and user satisfaction. Conversely, system quality and information quality do not have a direct effect on perceived value. The model emphasizes that the success of public information systems is determined not only by technical factors, but also by perceived value and service support that shape the user experience. These findings provide strategic implications for improving the effectiveness of state asset management that is transparent, efficient, and user-oriented.
