Abstract

Perkembangan teknologi informasi di Indonesia mendorong berbagai instansi untuk menyusun Perencanaan Strategis Sistem Informasi (PSSI) yang lebih terarah. PSSI tidak hanya berfungsi sebagai dokumen perencanaan, tetapi juga sebagai pedoman dalam memastikan keselarasan antara kebutuhan bisnis dan arah pengembangan TI. Beragam metodologi seperti Ward & Peppard, Tozer, maupun pendekatan Balanced Scorecard telah banyak digunakan, namun belum ada pemetaan komprehensif mengenai kecenderungan metodologi yang dominan, teknik analisis yang paling sering dipakai, serta sektor organisasi mana yang paling banyak menjadi objek penelitian. Penelitian ini menerapkan metode Systematic Literature Review (SLR) untuk menelusuri, menilai, dan mensintesis artikel-artikel terkait dari database SINTA. Dari total artikel yang ditemukan, dilakukan penyaringan menggunakan kriteria inklusi dan eksklusi sehingga diperoleh sejumlah artikel akhir yang dianalisis lebih dalam. Hasil kajian menunjukkan bahwa metodologi Ward & Peppard merupakan pendekatan yang paling sering digunakan dalam perencanaan strategis SI/TI di Indonesia. Teknik analisis yang paling dominan adalah SWOT, sementara sektor pendidikan dan sektor swasta menjadi objek penelitian yang paling banyak ditemukan. Temuan ini memberikan gambaran perkembangan metodologi PSSI di Indonesia dan memberikan landasan bagi penelitian selanjutnya untuk meninjau faktor keberhasilan maupun tantangan penerapannya.

The development of information technology in Indonesia has encouraged various agencies to develop more focused Information Systems Strategic Planning (IS/IT) plans. The IS/IT plan serves not only as a planning document but also as a guideline to ensure alignment between business needs and IT development direction. Various methodologies, such as Ward & Peppard, Tozer, and the Balanced Scorecard approach, have been widely used, but there has been no comprehensive mapping of dominant methodological trends, the most frequently used analysis techniques, and which organizational sectors are the most frequently researched. This study applies the Systematic Literature Review (SLR) method to search, assess, and synthesize related articles from the SINTA database. From the total number of articles found, screening was carried out using inclusion and exclusion criteria to obtain a final number of articles for further analysis. The results of the study indicate that the Ward & Peppard methodology is the most frequently used approach in IS/IT strategic planning in Indonesia. The most dominant analysis technique is SWOT, while the education and private sectors are the most frequently researched sectors. These findings provide an overview of the development of the IS/IT methodology in Indonesia and provide a basis for further research to examine the success factors and challenges of its implementation.
